According to our most recent State of Safety report, Utah is less concerned overall about crime and safety than most of the country, with the least-worrisome issues being violent crime and gun violence. Chances are people who live in one of Utah’s 10 safest cities have even less to worry about, especially when it comes to violent and property crime.

2024 Utah crime rates

Utah's crime rates are below the nationwide averages for violent crime and property cime.

Utah's violent crime rate slightly increased this year, from 2.6 incidents per 1,000 people to 2.8. The property crime rate in The Beehive State resumed its downward trajectory, moving down from 21.3 incidents per 1,000 people in to 19.7 this year—putting the state below the nationwide property crime rate for the first time in at least four years.

At a national level, Utah is 29% below the collective violent crime rate (US 4.0) and 5% lower than the property crime rate (US 20.7). Among the 44 states that met reporting requirements this year, Utah has the ninth-lowest violent crime rate and the twenty-third lowest property crime rate.

Property crime in Utah: Fear vs. reality

Package theft is the most worrisome (58%) category of crime in The Beehive State, which may reflect the overall increase in package theft experiences—up 60%—this survey year. In fact, property crime as a whole, and package theft specifically, are the most concerning crimes for Utahns.

  • 43% are concerned about property crime happening to them—10 percentage points lower than last year and 9 points lower than the national average of 52%.
  • Reported experience with property crime dropped 10% year over year, from 29% to 26% (US 27%).
  • 75% of survey participants use some form of property protection (US 75%).
  • The top forms of property protection among Utahns are security cameras (37%) and guard dogs (36%).
  • 35% of survey respondents in Utah said they increased their security measures in the 12 months prior to the survey (US 35%).

Attitudes about package theft in Utah

  • Almost 1 in 2 of survey respondents (48%) in Utah reported experiencing package theft in the 12 months prior to the survey (US 35%). 
  • Utah has the highest reports of package theft in the US, according to our survey.
  • 58% of participants expressed a high level of concern about package theft—above the US average of 53%.
  • 77% of respondents said they take measures to protect their packages from porch pirates
  • The preferred methods of package protection in Utah are video doorbells (35%) and verified delivery (32%).

What crimes are Utah residents most concerned about?

Violent crime in Utah: Fear vs. reality

Utahns are 30% less worried about violent crime than Americans in most other states—and 63% say Utah is a safe state to call home. Experience with violent crime grew by 25% in this year's survey—15% reported an experience compared to 12% the previous survey year—matching the national level (US 15%). When it comes to which crimes Utahns fear could happen to them, gun violence and violent crime are the least worrying.

  • Utah reports 1.2 fewer violent crime incidents per 1,000 people than the national average.
  • Utah's violent crime rate is 29% lower than the nationwide rate—2.8 incidents per 1,000 in Utah versus 4.0 nationwide.
  • Rape makes up a significantly higher percentage of violent crimes in Utah than it does nationally (22% versus 11% nationwide)—shockingly, rape accounts for 32% of violent crime in the state's safest cities.
  • 36% of Utah respondents use some form of personal protection like a stun gun or pepper spray (US 36%).
  • The top form of personal protection used by Utah respondents this survey year was a pocket knife (53%), followed by pepper spray (47%) and concealed firearms (44%).

Attitudes about gun violence in Utah

  • 31% of Utah survey respondents are worried about a gun violence incident happening to them (US 51%).
  • Utah is the fourth-least concerned state when it comes to gun violence.
  • 8% of participants said they experienced gun violence during the 12 months prior to the survey (US 12%).
  • Utah saw 2 mass shooting incidents in 2023—up from zero in 2022.
  • Firearms are among the top 3 most-used forms of personal and property protection as per Utah survey respondents.

A closer look at the safest cities in Utah

For the purposes of this report, the terms “dangerous” and “safest” refer explicitly to crime rates as calculated from FBI crime data—no other characterization of any community is implied or intended.

  • 35 cities met criteria to be considered for ranking.
  • Lone Peak, the combined police department for Alpine and Highland, is our No. 1 for the third consecutive year.
  • It was musical chairs this year, with no new entries into the top 10 safest cities in Utah.
  • Kaysville held on to the No. 2 spot for the second consecutive year.
  • 3 cities moved up in the rankings: Saratoga Springs climbed 6 spots, North Ogden moved up 4 spots, and Payson jumped up 1 place.
  • The violent crime rate in the safest cities is 0.7 incidents per 1,000 people—74% lower than the state rate (2.8).
  • The property crime rate in the safest cities is 8.4 incidents per 1,000 people—57% lower than the state rate (19.7).
